Ah yes, I had trouble locating that one myself.

That line is actually a 1 pixel grey image used as a background image on the page header element. You can find the CSS declaration in theme/standardtotara/style/pagelayout.css in the '#page-header' section.

My understanding is that it's done that way to ensure the line runs the full width of the page and can also be blocked out to make the current page look like an 'active' tab.
