The obvious way to go I think would be use Dynamic Audiences, Audience-based visibility and have the program assigned as Enrolled Learning in the Audience. It would be best if we could extend the possible rules based on first login in Audiences to allow for a rule of the form "first login was at least 3 months ago but not more than 6 months ago" and I may file an enhancement request to do that.

In the meantime you might be able to approximately handle both cases with two audiences, one having a user rule based on first login before the previous 90 days, and an audience with two rules - first login before the previous 180 days; and where the first program has been completed - this might also sweep up lots of people who should have done the programs long ago but never did - though maybe that's a good thing!
