One idea is to create separate audience/s for the exceptions and then in the audience above retain ruleset 1 and include rules for the exception that says and is not a member of the exception audience. This will hopefully prevent the conflicts within the rulesets.

Glad that worked - I can't think of anything to include in the rule if the start date doesn't work.
Another way around this could be when creating the profile field for month to add a value for the certification year and include this in the rule eg profile field month value = selected month and profile field certification year = required value

I cant see a way around it at present - Ill put in an enhancement bug for date constraints in the Audience rules.
