Problem definition
Staff managers may be required to enrol their staff into courses as manager approval is required before staff can be enrolled. Allowing the permission to enrol users to the staff manager role provides the staff manager the ability to only enrol staff they are responsible for into courses.
Suggested solution
Add an approval process similar to the seminar activity where spaces can be reserved and allocated by a manager
