This described use-case is quite specific but I actually see this problem in all implementations using HR Import and setting up managers. Unless the job assignment CSV is incredibly organised from top to bottom, two uploads are required initially - one to create all employee job assignments and the next to include managers. Clients already find the HR Import process convoluted and this puts up further barriers to automating the process.
