While upgrading from 11.2 to 13.1 we received an error as competency_value_error has invalid order?
How can this issue be fixed? What is the root cause for this?

There are competency scales on this site with values in an invalid order, i.e. where non-proficient values are set higher on the scale than proficient ones. You must fix this before upgrading. Please revert to Totara versions 9.33, 10.22, 11.16, 12.7 or above, and review and update the affected competency scales.
