Trying to find the best answer for what report type/source is best to generate a new report for program exceptions to be delivered on a weekly basis and what saved search is best to have a clean report of best information to include? (name, course, exception)

There is a report source Program exceptions that provides this information - depending on your Totara version this is a user report or an Embedded report.
The Program name , Type of exception and time logged plus any other user fields you might want can be added.
This can be scheduled weekly and sent to specified audience

Apologies, the Totara version is 12 as mentioned in the title (easily missed). I've found a way to view the exceptions but figuring out the best method to make a scheduled report to be sent to admins?

Sorry for missing this question.
The report source for program exceptions was added in Totara 13 so unfortunately you won't be able to use the scheduling of this report in Totara 12
