Tracking Documentation with Reminders

Hello,

I have a client who would like to track when their vendor documentation (i.e. certificate) expires. We have the following requirements:

Table or database with the name of the company and expiration date of the certificate
Remind them (via email notifications) 30 days in advance that the certificate is about to expire
Can we make it send a reminder/email to an outside person?

Any idea on features or solutions that could handle these requirements?

Table or database with the name of the company and expiration date of the certificate
It is possible to create a report using the Certification Completion report and exporting report to a file
Remind them (via email notifications) 30 days in advance that the certificate is about to expire
There is a notification trigger for for certification expiry that can be scheduled for a specified number of days
Can we make it send a reminder/email to an outside person?
The fields for delivery only include Subject and Manager so the manager would need to forward the email to the external user
