Hi Sonia,
Is the person you are trying to login as an administrator? That is not allowed (for security reasons). Can you try logging in as someone who isn't an admin and see if you have the same problem?

A couple of things to check for the admin role
Check that the user who is the admin is assigned the role at a system level
Users > Permissions > Assign system roles
Check that the admin role has moodle/user:loginas set as allow
Users > Permissions > Define roles
If this looks right then I will need more details on your Totara install.

Thanks for the information - can you create a new user and assign them the admin role at system level and sign in as this user and see if the login as works.
There may another role assigned to the admin user or something overriding the role assignment.

I've looked at the code and these are the things that could cause the button to not appear:
- The user has been deleted
- You are viewing your own profile
- The user viewing is already logged in as someone else
- The user viewing doesn't have the 'loginas' capability in the context that they are viewing the profile in
- The user being viewed has the doanything capability in the context that the viewer is viewing the profile in

I assume you mean 'user has not been deleted' for that first bullet point.
