Appraisals - managers/manager - appraiser not working

Using 2.6.6 and have added organisation goals to a user's appraisal -

Th user's manager has approved the goal Ok - when we login as the manager's manager or appraisal and try and approve there is an error message saying the users does not have permission to view the user's goals.

I would have thought that the manager'/manager and appraiser should have access to users goals automatically without having to do anything = is this a bug or is theer something that needs to be done in some settings?

It may have something to do with the way the management hierarchy is set up - how did you do it?

The manager was manually selected through editing the users profile and choosing a manager - and then doing the same for the manager's manager.

I see where you are going with this - changing the managers after the appraisal is activated would have this effect

I didn't create the appraisal so not sure of the process but will check this works on a new one.
