As David says, the ability to restrict user administration to specific groups of users is not currently available within Totara Learn, however the dissemination of user admin via hierarchies is an item on the Totara Learn Roadmap. As you'll see, we're currently gathering requirements for this functionality, so if there are any other restrictions or permissions you'd like these group admins to have, please do let us know here or within the Suggest a Feature forum.
In terms of viewing only certain users within reports, within Totara v10 we introduced the Browse list of users as an Embedded Report, so you could apply organisational and positional hierarchy restrictions to the report content. This means you can restrict the data displayed within the Browse list of users list to only include users within the viewer's organisation.
There will also be a new report content filter in the upcoming version 12 release that will add further controls around the visibility of user information.
